In the 1980s I started seeing sci fi action figures made in toy soldier scale. These figures have at least two points of articulation and range from about 50mm up to about 65mm. There are more of these kind of action figures in the post apocalyptic toy soldiers page. These are my favorites. This is by no means a complete list.
These almost all came with and were intended to ride, drive or pilot some kind of vehicle.

For the randoms, row 1 is mostly unknown, but the second figure is from Hot Wheels Battle Force 5. Wish I knew the others, as they look pretty cool. Row 2 is Big Bad Beetle Borgs from Bandai. Row 3 (as you've already stated) is Lionel Power Masters and sadly hard to find. Lionel have also done 1:43 scale articulated figures from the Polar Express movie.
